Place in a saucepan the water, salt, sugar, butter cut into pieces, and bring to a boil over low heat. Remove the saucepan from heat and add the yeast, then gradually incorporate the sifted flour while stirring with a wooden spoon until a ball of dough forms. Roll out this dough to 3mm thickness, cut disks using a cookie cutter that is 10cm in diameter. Line the buttered tart molds with these disks, prick lightly with a fork, and pour 3 tablespoons of condensed milk into the bottom of each mold. Bake in an oven preheated to 190°C for 20 minutes until the condensed milk caramelizes. Open the can of lychees, dry them, cut them in half, then garnish the tarts with the lychees and decorate with chocolate syrup.
