    Slightly fry the chopped garlic, peppers, and tomato, add a kilo of fish and let simmer for 30 minutes.

    Pour in the water, salt, pepper, spices and let it simmer for 20 minutes.

    Strain the broth.

    Keep 1 cup of broth for the rouille.

    Add the other fish, let it simmer for 15 minutes.

    Place the rice in the broth to cook it.

    Prepare the rouille: grind the garlic, add the egg yolk, pour oil as you would for mayonnaise, add harissa and the cup of broth.
